Yah the questline doesn't work as it supposed to, however there is an easier to way to get it.
Go to the marked point in the map, you'll find a big door/gate with something hanged there click it and you'll get it

Hello, you dont need do some quests for green fire
There is a door to the left of the entrance to the Black Temple: https://ru.wowhead.com/quest=32325
